I think you really have to not over think about it.
There are so many other people sending proposals that you need to really consider quantity over quality of proposals.
Most proposals are AI written so being able to quickly speak to the problems clients will have through conversations will be more impactful than any long winded scripted proposals.
Start conversationally responding to job requests that are human that may even ask a real question. Concentrate on that and your can sale through sending more proposals.
