What is the most efficient way to learn web development? Or partly automate the process with a service like divi/ elementor for clients?

It seems like you want to work with WordPress, which has a lot of demand in the freelance world. The most efficient way to learn WordPress is to experiment with it yourself. Divi is a commonly used theme and page builder for WordPress. Knowing your way around WordPress and the most popular themes will really give you a step up.
